Update to PCARSS Reporting: The DCMA has made improvements to the GFP Module to report transactions as part of PCARSS (Plant Clearance Automated Reutilization Screening System). As of January 2023, DCMAs web interface eTools is being phased out and contractors are being encouraged to use the GFP Module for PCARSS reporting. UC! Web’s PCARSS reporting functionality, discussed in this blogpost below, integrates with eTools and not with the GFP Module. We are currently hard at work on a future release to address this issue.

Government Property Managers that are obligated to comply to FAR 52-245-1 (also known as the Government Property clause) are often required to report disposition events to the DCMA’s PCARSS System (Plant Clearance Automated Reutilization Screening System). PCARSS Inventory schedule transactions are challenging for the Property Manager because they are time consuming and require the compilation of a significant amount of detailed information.

DCMA eTools
Of course, the DCMA provides detailed instructions on how to manually report PCARSS transactions and the DCMA eTools provides an online portal for property managers to submit this information. Properly reporting disposition events of government furnished property is a requirement for many property managers. Unfortunately, the flat file template and manual process outlined by the DCMA is difficult, error-prone and time consuming. Also understand that DCMA is in the process of migrating PCARSS transactions away from eTools and underneath the GFP Module system. This transition will take some time to reach full maturity – but you should be aware of the changes.
